Springfield, Mt. Vernon, and Sully Repaving and Restriping Meetings Update
Last week’s postponed Virginia Department of Transportation (VDOT) and Fairfax County Department of Transportation (FCDOT) meeting on repaving and restriping in the Springfield District has been rescheduled for Thursday, April 5, 2018, at the West Springfield Government Center. The comment period has been extended until April 15.
Also, please remember that VDOT and FCDOT are hosting another community information meeting to discuss this year’s paving and restriping efforts in the Mount Vernon District this Monday, Feb. 12, from 7:00 to 8:30 p.m., in the Mount Vernon Governmental Center, 2511 Parkers Lane, Alexandria. Information about paving and restriping in the Mount Vernon District will be on display in an open house format with a presentation at 7:30 p.m.
Finally, Sully District community members can still give feedback through February 17 on general traffic safety concerns regarding roads scheduled for repaving and the proposed striping changes by submitting comments online.

Sully District Repaving and Restriping Community Meeting
The Virginia Department of Transportation (VDOT) and Fairfax County Department of Transportation (FCDOT) will host a community information meeting to discuss this year’s paving and restriping efforts in the Sully District on Wednesday, Jan. 31, 7:00 to 8:30 p.m., in the Richard Frank Community Room of the Sully Governmental Center, 4900 Stonecroft Blvd, Chantilly.
VDOT has scheduled several roads in the Sully District for repaving starting in April and concluding in November 2018. This meeting will provide local bicyclists and other residents an opportunity to speak directly with road engineers and transportation planners about the repaving program, proposed striping changes and general traffic safety concerns.
This will be the only chance to do this in person in Sully District. FCDOT has informed us that this year’s repaving and restriping meetings will broadly review all of the plans for a specific district. So, only one meeting per district will be held rather than the multiple meetings for the numerous projects within a district that occurred in the past.
Please plan now to attend and provide input on the roads scheduled for repaving and the proposed striping changes, including the creation of bike lanes and sharrows. If unable to attend, you can submit comments online via the comment form on the paving and restriping program page. Comments will be accepted through February 17, 2018.

Sully District Hosts FABB’s November Meeting

FABB’s next monthly meeting will be on Wednesday, November 15, in Chantilly and will feature Sully District Supervisor Kathy Smith as its guest speaker. The supervisor will share her vision for improving bicycling and pedestrian infrastructure in Sully District. Bicycle Program Coordinator Adam Lind will provide updates on FCDOT’s plans for the surrounding area encompassing Centreville, Clifton, Chantilly, and Oakton. This will set the stage for a group discussion on local concerns and opportunities to advocate for more improvements.
The meeting will start at 7:00 pm (a half-hour earlier than usual) and will be in the Frank Room of the Sully Government Center, 4900 Stonecroft Blvd, Chantilly.
Although the focus will be on Sully District, cyclists from neighboring locales should join us to share insights on creating a network of connecting trails and routes. We hope to see you there!

FABB Monthly Meeting in Sully District Tomorrow
Please join us this Tuesday evening for our monthly meeting, which is being held in the Sully District with Supervisor Kathy Smith as our invited guest speaker. The meeting will begin at 7:30 pm in the Frank Room of the Sully Governmental Center at 4900 Stonecroft Boulevard.
Much is happening in the Sully District of importance to bicycling. The planned I-66 parallel bikeway would connect thousands of western Fairfax residents to destinations around the county and make it easier to commute and shop by bicycle. We'll also learn about ongoing projects such as the Historic Sully Cycle Tour and wayfinding signage on Fairfax County Parkway from Fairfax County Bicycle Coordinator Adam Lind. A FABB representative will also facilitate a group discussion about local residents' views of improvements needed in the district.

September FABB Meeting in Sully District
As many of you are now aware, FABB has been holding our monthly meetings in Fairfax’s various districts this year. We are pleased to announce that our September meeting will be in the Sully District, which includes the areas of Centreville, Clifton, Chantilly, Oakton, and the Route 28 corridor. Even better, our special guest speaker will be Sully District Supervisor Hon. Kathy Smith.
These meetings in district venues are part of FABB's efforts to hear from local residents about their bicycling needs. Fairfax County Bicycle Coordinator Adam Lind has been invited to discuss future projects in the local district, and a FABB representative will facilitate a group discussion about improvements needed in the district.

Centreville/Chantilly Bike Plan meeting recap
Dan Goodman of Toole Design Group gave the presentation, noting that 60% of the county field work is completed. After the area meetings, several focus groups will be held based on thematic areas. FABB provided a list of groups in Fairfax that are or could be bike-related. Examples include health community/hospitals; law enforcement agencies; business/Chambers of Commerce/developers; bike industry; visitor’s bureaus/tourism; or ethnic/cultural groups.
This was the seventh of eight area meetings. The Central Fairfax area meeting is scheduled for the evening of Thursday, March 29, location TBD.
Major points from the discussion after the presentation:
- Harassment by motorists - Cyclists are tired of being harassed by motorists. We need better enforcement and education. Motorists need to know that bicyclists have a right to ride in the road, and if the lane is not wide enough to share, they can take the lane. It's the law. Horn honking, shouting, and other aggressive actions are illegal. Several cyclists noted that this type of harassment is common. One cyclist said he was hit by a motorist in the presence of a policeman who did nothing.
- Dedicated funding for bicycle programs and facilities is critical. The plan will not be implemented without funding, and the Board of Supervisors determines which programs are funded. There is dedicated funding for storm water management, ball fields, parks, and other activities, but almost none for bicycling. The county budget public hearings are April 10-12 and we need to speak out for bike funding. FABB is signed up to speak and we'll be sending out an alert asking cyclists to contact the Board of Supervisors (but you don't have to wait until then).
- Trial maintenance - While there are many paved trails in the county, many don't connect and most are in need of repair or sweeping. There is almost no money for routine maintenance. If there are severe problems, they can be fixed, but the system is rapidly deteriorating and the future is bleak for additional funding. The bike coordinator is trying to overcome lack of funding and administrative hurdles to establish an adopt-a-trail program.
Thanks to the cyclists who turned out to provide valuable input into the Bike Plan. We'll need everyone's help to get the plan approved and funded.

Extending Metrorail or creating bus rapid transit are possible options for transit along I-66. Possible station locations include Fairfax Corner and the Stringfellow Rd Park and Ride lot. A paved multi use trail along I-66 would also greatly benefit residents.
FABB members Bruce Wright, Charlie Dyer, and Fionnuala Quinn discussed bicycling as a transportation option. Bruce gave an overview of FABB, discussed why bicycling is a simple solution to many of our societal problems, and the need for better bicycle education. Charlie gave a summary of what gear you need to be able to use a bicycle for transportation, and Fionnuala gave a brief history of bicycling in the U.S. and the role that citizen participation can play in improving the design of our roads.
