Feedback Needed on Bikeshare Expansion in Reston

Fairfax County is expanding bikeshare in Reston south of the Dulles Toll Road. All existing stations are located north of the Toll Road. See the map below for proposed locations. Click on image for a larger pdf version. Most (all?) of the proposed locations in the north part of the image are already in place. FCDOT will be doing outreach during August to get feedback on the proposed locations. From Fairfax County:

New Stations Planned for Reston - Feedback Sought on Proposed Locations

(Updated Aug. 1, 2017) Fairfax County Department of Transportation (FCDOT) is seeking public input on the location of 10 new bikeshare stations in Reston. The goal of Phase II is to expand Capital Bikeshare to south Reston and increase the number of destinations within the system, while also taking advantage of new bike infrastructure in 2017 to make riding safer and more enjoyable for all.

FCDOT will conduct three public outreach events in Reston to gather community input on future Bikeshare stations:
  • Thursday, Aug. 10, Lake Audubon Pool, 2070 Twin Branches Road, 1-5 p.m.
  • Thursday, Aug. 17, Glade Pool, 11550 Glade Drive, 1-5 p.m.
  • Saturday, Aug. 26, Reston Farmer’s Market, Lake Anne Village Center, 1603 Washington Plaza North, 9 a.m. - 12 p.m.
Since Phase II is federally funded, all stations must be located in the public right of way. FCDOT plans to replace some of the existing Phase I stations that were locally funded with federally funded stations, and then relocate those Phase I stations to south Reston where public right of way is not available. While FCDOT has identified several additional locations for bikeshare stations, these proposed stations represent those that meet the criteria of existing available public right of way. The Phase II map (click image to expand) also incorporates input received over the past year since Bikeshare launched in October 2016.

To submit feedback on proposed stations, use the comment form on this page, email DOTbicycleprograms@fairfaxcounty.gov or call the FCDOT Bicycle Team at 730-877-5600, TTY711.

New Bikeshare Station in Lake Anne Area of Reston

Another Capital Bikeshare station was recently installed in Reston. It's located at Cameron Crescent Apartments just north of Lake Anne Village Center, the first station in that area. The station is located about a 15-20 minute ride to the Wiehle-Reston East Metro station. There are now 11 of 15 planned stations in place. While the bikes likely didn't get much use on this rainy day, this will be a tremendous asset for residents of the Lake Anne area to allow them easy, affordable access to Reston Town Center and Wiehle Station.

Capital Bikeshare Launched in Fairfax County - Update Oct. 22

From L-R: Tom Biesiadny, head of Fairfax DOT, Del. Plum
Chairman Bulova, Congressman Connolly, Supervisor
Hudgins, Charlie Strunk, former bike coordinator, and
Adam Lind, current bike coordinator
Today marks a milestone for biking in Fairfax County with the launch of Capital Bikeshare in Reston and Tysons. The system was officially opened at 5 a.m. today. At 2 p.m. dignitaries gathered at the Wiehle-Reston East Metro station to cut the ribbon on the system. Congressman Connolly, Delegate Plum, Chairman Bulova and Supervisor Hudgins all talked about the importance of bike share as an integral part of the county's transportation infrastructure. County bike coordinator Adam Lind gave some background on the development of the system.

Active stations in Reston
The weather didn't cooperate very well but the system is now in service. This morning we took a tour of the system, checking out bikes from each of the 9 Reston stations.

Several stations have not been installed yet. All 15 Reston stations should be in place by the end of November. Half of the 14 Tysons stations are in place. See the Capital Bikeshare Station Map for details.

Update Oct. 22: See the Fairfax County news release about the ribbon-cutting ceremony:
"Capital Bikeshare is a terrific and innovative transportation program," said Fairfax County Board of Supervisors Chairman Sharon Bulova. "I am pleased Fairfax County has officially joined the Capital Bikeshare network to support a fun, healthy and sustainable way of getting around the region. Capital Bikeshare will also give residents and visitors a new opportunity to explore Fairfax County's bicycle trail network."

Fairfax County becomes the fifth jurisdiction in the National Capital Region to join the Capital Bikeshare system, bringing the total number of stations to 435 across the District of Columbia, Arlington County, City of Alexandria, Fairfax County, and Montgomery County. There currently are 9 stations in Reston and 8 stations in Tysons with several more to be installed this November and December.

"As Hunter Mill District Supervisor, I am really excited to be part of the Capital Bikeshare network," said Supervisor Cathy Hudgins. "Fairfax County has worked very hard to shape a network for all modes of transportation in Fairfax County and this is a substantial step in the right direction. Specifically in Reston, the community has always been on the leading edge for transportation and the expansion of Bikeshare in our community will continue this tradition," she continued. "Adding Capital Bikeshare to Reston's transportation alternatives makes us a complete community," summarized Delegate Ken Plum.

While reducing congestion and improving air quality, the county's Bikeshare network serves work, recreation, retail, residential and transit destinations, with stations located within close proximity to the Silver Line Metrorail stations in Reston and Tysons.

"Today's ceremony is further proof that the type of development we built the Silver Line to spur is coming to fruition," said Congressman Gerry Connolly. "Both in Reston and in Tysons we are seeing the emergence of a new, sustainable urban landscape. I am very pleased that Capital Bikeshare is expanding further into Northern Virginia and look forward to more announcements to come!"

First Bikeshare Stations Installed in Reston

While riding along Wiehle Ave near the Wiehle-Reston East station this morning we spotted a Capital Bikeshare truck headed toward the Reston Town Center. We decided to detour through the Town Center to see if any of the planned bikeshare stations had been installed. Sure enough, at the Reston Town Center Transit Station a 17-dock station is now in place.

We rode past a few of the other planned Reston stations and found one at Reston Regional Library (15-dock) and at the Wiehe-Reston East Station (35-dock). Those are all locations owned by Fairfax County. You should expect to see the rest of the stations appearing soon.

It's exciting to think that bikeshare will soon be a reality in Fairfax County. Kudos to Fairfax DOT, the Board of Supervisors, and others for making this happen.

Bikeability Has Potential to Increase Likeability of Fairfax

During Bike Month 2015 Deloitte released a report on improving transportation options and bike commuting that featured Fairfax County.  The study, Smart Mobility: Reducing Congestion and Fostering Faster, Greener and Cheaper Transportation Options (Deloitte University Press, 2015), is available here and, after a year, the study is worth a second look.

Graphic courtesy of Smart Mobility.

One of the study’s findings was that bike commuting’s potential value is not evenly distributed inside each metro area across the United States, and it cites Fairfax County as a prominent example of such unmet potential. The greatest prospective benefits are likely to be in core urban centers and, perhaps surprisingly, in suburban neighborhoods near smaller commercial centers. According to the study, areas with higher concentrations of potential bike commuters in Fairfax cluster around suburban “edge cities” containing commercial centers such as Reston, Tysons, Herndon, Manassas, and Woodbridge.

The identification of Tysons as one of these “hot spots” for potential bike commuting was described as possibly counterintuitive because the area used to be a national symbol of car-friendly and congested development. But, the study notes, “bikeability” forms a major part of Tysons’ long-term development plan.

Meanwhile, medium-density suburban neighborhoods located one to three miles away from thriving commercial developments, such as Reston Town Center, offer surprisingly good opportunities for increasing bike ridership to sustain its economic growth and attract younger residents. This is especially true now that the Metro Silver Line has opened.

The progress on improving “bikeability” in these parts of Fairfax County, however, has been mixed. On the positive side, during the past year Fairfax County has worked with the Virginia Department of Transportation to create more than 2 miles of new bike lanes in Tysons and more new lanes are coming this summer in other areas of the county. Earlier this year, the Board of Supervisors approved $1.7 million for bike sharing and is working in a private-public partnership with Tysons Partnership to bring Bikeshare stations to Reston, Tysons, and other areas.

On the negative side, the Tysons bike plan contains several recommendations for encouraging more people to use bikes for transportation that have not yet been implemented. FABB plans to continue working with Fairfax County and the private sector to realize some of these goals, including:

  • Install signs for 16 bicycle routes to the four Tysons Silver Line Stations and for an interim alternative route (not using VA Route 123) between Vienna and McLean.
  • Provide a volunteer Bicycle-to-Transit Ambassadors program at Metro stations.
  • Launch a bicycle commuting marketing campaign highlighting to prospective new bicycle commuters the time savings current Tysons bicycle commuters are experiencing as compared to motor vehicle travel.
  • Establish a Bike-Friendly Employer program with corporate members.
  • Achieve an 80 percent of capacity bike parking rate at the Tysons Metro stations.

Bikeshare Locations Selected in Tysons and Reston

Fairfax County announced this week that 29 station locations for Capital Bikeshare have been chosen for Tysons and Reston and that the stations will open this fall. In January, the Board of Supervisors approved a $1.7 million plan to bring the Capital Bikeshare system to Fairfax and is complementing this action with ongoing FCDOT and VDOT efforts to create dedicated bike lanes in Tysons and Reston to make the program work. The Bikeshare system allows a person to check out a bike and ride short to moderate distances from station to station.

Tysons will feature 80 bikes at these 14 locations:

Reston will feature 132 bikes at these 15 locations:

Capital Bikeshare in Fairfax County

From the Capital Bikeshare site: Capital Bikeshare Rolling Out in Fairfax:
It’s official: Capital Bikeshare is coming to Fairfax County in 2016! The Fairfax County Board of Supervisors approved a plan to bring Capital Bikeshare stations to two major areas of the county this year that will increase the number of travel options for residents and commuters. Bikeshare is going to become an important part of Fairfax County’s efforts to promote bicycling and walking in the region, and helps support the county’s Strategic Plan to Facilitate Economic Success.

This year, Reston will get 15 stations in and around the Reston Town Center, while Tysons Corner will get 11 stations in the area between Route 7, Route 123 and the Dulles Toll Road. Stations in both areas will provide Silver Line Metro riders with more options to make that first or last mile of their trip by bike. Members in Fairfax can also connect with the rest of the Capital Bikeshare system across the region to make transit trips easier than ever.

County transportation staff are currently evaluating potential station locations in both areas. Stay tuned for future announcements as stations are installed and our fifth jurisdiction joins the ranks of Capital Bikeshare locations!

Bike Share in Reston AND Tysons Approved by Board of Supervisors

Today the Board of Supervisors approved $1.7 million for bike sharing in Reston and Tysons. We were very encouraged that Tysons was included in the most recent plan.

In Reston the county has been moving forward with bike station planning and preparing to purchase the stations and bikes.

While FABB has promoted bike sharing in Tysons and bike sharing was recommended in the Tysons bike plan (p. G-3), but we expected it would be implemented in a second, later phase. What made this happen was Tysons Partnership stepping forward to make a "financial contribution to the initial capital cost, as well as operating costs."

This is great news, especially now that there are over 2 miles of new bike lanes in Tysons. Thanks to Fairfax County for having the foresight to implement bike sharing, and to Tysons Partnership for their sponsorship.

See a FABB blog article a presentation by Charlie Denney of Alta Planning about bike sharing in Tysons.

From the the county news release Fairfax County Approves Bikeshare System for Reston, Tysons.
The Fairfax County Board of Supervisors approved a $1.7 million plan to bring Capital Bikeshare to Reston and Tysons at its regularly scheduled meeting today. This investment will help get cars off the road, boost local economy and contribute to a healthier community.

“With the transformation of Reston and Tysons into more urban centers, Fairfax County is investing in infrastructure needed to make it easy to get around.” said Board of Supervisors Chairman Sharon Bulova. “More people are living and working in these areas than ever before. “Downtown” areas by definition are not designed to accommodate high volumes of car traffic and parking. Creating the right atmosphere that encourages walking and biking is important for these areas to continue to be attractive and highly sought after by residents and businesses alike.”

The bikeshare system will allow individuals in the Reston and Tysons to check out a bike and ride short to moderate distances from station to station. There will be 132 bicycles available in Reston at 15 stations located between the Wiehle-Reston East Metrorail Station and Reston Town Center; and 80 bicycles available in Tysons at 11 stations located east of Route 7, north of Route 123, and south of the Dulles Toll Road. The Fairfax County Department of Transportation (FCDOT) is working to identify and refine the exact locations for the stations in Reston and Tysons, and will be moving forward with the equipment purchase for the program. The first phase of the system is expected to open in the fall of 2016.

The Board’s action comes just one month after the approval of 31 pedestrian and bicycle projects in Herndon and Reston, and it also supports the county’s Strategic Plan to Facilitate Economic Success. The economic plan calls for creating dense, mixed use communities with many transportation options, and Capital Bikeshare helps to accomplish this goal. Not only do bikeshares attract the younger “creative class” that fuel an innovation economy, but also they produce tangible economic benefits. Also, a 2014 Capital Bikeshare member survey found that its riders make more trips to restaurants and stores than they normally would without the bikeshare system.[1] In addition, an academic study found that 23 percent of Capital Bikeshare riders spent more money because they used the system.[2]

In 2014, the Metropolitan Washington Council of Governments (MWCOG) awarded Fairfax County a Transportation and Land Use Connection grant to study the feasibility of launching a bikeshare system. The results of the study showed that bikeshare could succeed as a viable transportation option in Reston.

In the summer of 2015, the Virginia Department of Transportation (VDOT), in partnership with Fairfax County, and with the support of the Tysons Partnership, implemented several miles of bike lanes in Tysons. This new infrastructure provoked the idea that a bikeshare system could succeed in Tysons, as well as in Reston. The Tysons Partnership approached FCDOT with a proposal to bring bikeshare to Tysons, and to make a financial contribution to the initial capital cost, as well as operating costs.

For more information on this project, contact FCDOT at 703-877-5600, TTY 711 or visit www.fairfaxcounty.gov/fcdot/bike.

Bike Parking Planned at Reston Town Center Metro Station

The Fairfax County Planning Commission will vote on plans for the Reston Town Center Metrorail station on Wednesday, January 13. There will be 20 short term car parking spaces, 28 bike racks (56 bikes), and 6 bike lockers at the station. We think there should be more bike parking.

Compare the capacity of 62 bikes at the Town Center station to the Wiehle-Reston East station. On the north side, the Charlie Strunk bike room has capacity for over 200 bikes and the free, covered bike room can hold approximately 36 bikes. According to a bike count we conducted at the Wiehle station from July 31 to September 3, 2014, an average of 76 bikes/day were parked on the north side.

Bike racks at the Town Center station, surrounded by much more residential and commercial density than the Wiehle station, will like be filled once the station opens. Some cyclists who currently ride to the Wiehle station will want to ride to the Town Center station and since the station is over a quarter mile from the Town Center and major development planned north of there, biking to the station will be an appealing option.

Bike lanes on Sunset Hills Rd, which leads to the station, are included in the Bicycle Master Plan and depicted on the station plan. The bike racks are located near the road so access should be easy, but the details of that access need to be well-thought out, which was not the case at the Wiehle station.

Below are comments submitted to the Planning Commission:
Reston Town Center station design, SE 2015-HM-024, PRC 86-C-121-05, 2232-H15-10.

Given the success of the Wiehe-Reston East Metro station bike room and free, covered bike parking, I think the RTC station should have more and better bike parking. The Wiehle station has bike parking capacity on the north side of nearly 250 bikes. The Town Center station, surrounded by much more residential and commercial density, will have a capacity of 62 bikes which will likely be filled from day one. According to our bike count at the Wiehle station from July 31 to September 3, 2014, an average of 76 bikes were parked on the north side.

If no additional bike parking is provided WMATA should ensure that additional bike parking will be added where the racks are currently located (through a double-decked system), or that racks will be added in other locations.

Bike access to the Wiehle bike room was not well planned. WMATA needs to identify the precise path that bicyclist will follow to the station, provide clear wayfinding signage to bike parking, and reduce conflicts with motorists and pedestrians.

The county has funds to begin to implement bike sharing in Reston. It is only logical that a bike share station be located at the Town Center station. It's a long walk to the Town Center and parts north which will be redeveloped soon. There should be a location dedicated to a bike share station at the RTC station.

Bikesharing in Reston

Last night Fairfax County DOT staff presented an update on Reston Bikeshare. Participants were given an opportunity to comment on the proposed bikeshare station locations (right).  Adam Lind, the new bike coordinator, then gave a short update and answered questions.

The county received $500,000 in 2013 to fund a feasibility study and for initial implementation. The county is applying for an additional $500,000 from the Transportation Alternatives Program (TAP) for "Reston Bike Share Capital Equipment" ($400,000 federal funds and $100,000 local matching funds). The Reston system will be part of Capital Bikeshare.

See the Washington Post article that appeared in today's paper: Capital Bikeshare is coming to Fairfax. First stop, Reston.

The following timeline was presented at the meeting:

  • Jan-Apr 2016 - Design of station pads
  • May-Nov 2016 - Land acquisition/license agreements
  • Jun-Sep 2016 - Order stations and bikes
  • Dec 2016-Jun 2017 - Construction of station pads
  • 4 months prior to launch - Pre-launch marketing activities
  • 1 month prior to launch - Installation of stations and bicycles
  • Late 2016-Early 2017 - Capital Bikeshare in Reston Begins!

An option for expediting the project is to use local funds for some of the initial activities. Adam noted that two of the station locations were modified from the earlier plan. Station 6, Wiehle Station/Southside was eliminated and Station 12 was moved to a better location further west.

The Reston Hospital station will be located on Town Center Parkway, a long walk from most destinations at the hospital and surrounding medical buildings, highlighting one of the major challenges of locating stations on private property.

Even though the system will not be adjacent to other bikeshare stations, operations and maintenance will be conducted by Motivate using their DC facilities. As the system grows it may be necessary to localize those activities.
